Emma Tuschick is a doctoral candidate and research associate in the School of Social Sciences, Humanities & Law at Teesside University. Her research focuses on community reintegration for men convicted of sexual offenses. She has a background in forensic psychology and has experience working with prisoners.

Under the Criminal Justice Act, 2003, the police are under a statutory duty to risk assess registered sex offenders (RSO's). The current risk tool that the police use for this purpose is known as the Active Risk Management System.
ARMS has been in operation since 2014 and whilst ARMS has been subject to some academic review, this paper will present findings from the national review into the effectiveness of this tool.
This paper will present findings from the qualitative and quantitative parts of the study. The qualitative findings will be drawn from the national survey and semi-structured interviews with police officers who manage registered sex offenders (RSO's), known as MOSOVO (management of sexual and violent offenders).
The quantitative findings will be drawn from the analysis of the violent and sexual offences register (VISOR) and the police national computer (PNC) regarding the data that is currently held on RSO's. This paper will provide an evidence base as to whether ARMS in its current form is the most appropriate risk assessment tool for sex offender management by the police.
David Glasgow
David Glasgow is an HCPC registered forensic and clinical psychologist with over 30 years’ experience working with offenders and victims. He co-founded the Forensic Behavioural Studies programme at Liverpool University and has directed forensic courses at Leeds and Cumbria Universities.
As a director of (not for profit) Child and Family Training, he develops assessment tools and training for child protection professionals. He is Honorary Professor at Nottingham Trent University’s Sexual Offences Research Unit.
David specialises in forensic risk assessment, expert witness work, and developing innovative digital forensic tools for child protection and facilitating internet offending/risk assessment.
